Abstract

This study is based on the understanding that development require not only a high per capita income, but also includes more equal education and employment, greater gender equity, better health and nutrition, a cleaner and more sustainable natural environment, a fairer legal and judicial system, and freedom politics and civil liberties. This study tries to identify the factors of human resources quantity and quality that affect the regional development. Using the dummy regression model, this study analyzes the influence of labor force and Human Development Index on regional income in Central Java Province. The findings in the study indicate that there are differences in the effect of the Human Development Index and labor force on regional income in the period before pandemic and during pandemic.
